Review PR #265: Rewrite X.509 validation section. Fixed some merge-conflict errors discovered in previous meeting.

The relevant section in this PR is §8.2.2. Validating the COSE signature.

Pulse check: How close are we to ready to ratify the 1.3 identity assertion? C2PA would like us to land the X.509 changes ASAP.
